New Laws in Wisconsin for 2025

2025 is here, and with the new year come some new laws in Wisconsin. It is important to stay up-to-date on the laws so you will be sure you are always in compliance. Failure to know the law is not a defense or excuse for non-compliance. Most often, new laws take effect as soon as the governor signs them, so there are just a few that take effect on January 1, 2025. Here are a few new laws for Wisconsin in 2025.

Annual State Park Stickers

State parks are more popular than ever in Wisconsin. A change to state park stickers is in effect as of January 1, 2025. In the past, an annual state park sticker (vehicle admission pass) was in effect only until the end of the physical year, regardless of when it was purchased. The new law provides stickers to be in effect for an entire year. That means that if you buy a sticker on June 1, for example, it will be valid until May 31. People must display stickers and provide them to park officials upon entry.

EV Charging Tax

Electric vehicles are becoming more popular, but in some cases, the current laws regarding gas or diesel-powered vehicles do not address EVs. Legislation was needed to cover EVs. A new law in place starting January 1, 2025, allows for taxes to be charged for charging electric vehicles. A 3-cent per kilowatt tax will apply to all EV charging stations except personal charging stations located in private homes. Those who own or operate an EV charging station are required by law to register with the state.

Affordable Housing Protections

Legislation that addresses housing shortages addresses NIMBY – “Not in My Backyard.” The law now prevents opposition from residents living near proposed affordable housing locations after approval has been obtained. The law allows developers who have secured the proper local governmental approvals from being delayed due to unnecessary or obstructionist actions that could stall their progress.

Real ID Reminder

A Real ID will be required for travel starting on May 7, 2025. The Real ID Act enforcement was postponed due to the pandemic. The new date for enforcement means that airlines and others will no longer accept a basic driver’s license as identification when traveling or for entry to a federal building or military facility. You can obtain a compliant driver’s license or state ID through the Wisconsin Division of Motor Vehicles (DMV). You will need to provide a certified copy of your birth certificate, social security number, and other documents and must pay the associated fee. A nominal fee is required to change a current driver’s license to a Real ID.
